Business Situation

A US public transportation authority runs its core business processes with roughly 200 staff, absorbing passenger and operational growth alongside a database migration and an early-stage Microsoft Copilot rollout.

The Challenge

Growth was arriving faster than headcount, and an AI rollout had begun without a shared view of where AI would actually pay. Without it, effort spreads by departmental enthusiasm rather than business impact, and early spend sets the wrong precedent.
